Role of Transcend facilities management personnel

Our Facilities management (FM) / O&M personnel operate across business functions. The number one priority of our team is keeping people alive and safe. Our Facility managers will operate at two levels

  •  Strategically-tactically: helping clients, customers and end-users understand the potential impact of their decisions on the provision of space, services, cost and business risk.
  •  Operationally: ensuring corporate and cost effective environment for the occupants to function.

EHS: Environment, Health and safety

Our FM department in our organization will control and manage many environment and safety related issues. We understand that failure to do so may lead to unhealthy conditions leading to employees falling sick, injury, loss of business, prosecution and insurance claims. We realize that the confidence of customers and investors in the business may also be affected by adverse publicity from safety lapses.

Fire safety

The threat from fire carries one of the highest risk to loss of life, and the potential to damage or shut down a business. Our facilities management team will have in place maintenance, inspection and testing for all of the fire safety equipment and systems, keeping records and certificates of compliance.

Security

Protection of employees and the business often comes under the control of the facilities management department, in particular the maintenance of security hardware.

Maintenance, testing and inspections

Maintenance, testing and inspection schedules are required to ensure that the facility is operating safely and efficiently, to maximize the life of equipment and reduce the risk of failure. Statutory obligations must also be met. The work is planned, often using a computer aided facility management system.

Cleaning

Cleaning operations are often undertaken out of business hours, but provision may be made during times of occupations for the cleaning of toilets, replenishing consumables (such as toilet rolls, soap) plus litter picking and reactive response. Cleaning is scheduled as a series of periodic (daily, weekly, monthly) tasks.

Operational

Our O&M department has responsibilities for the day-to-day running of the building, these tasks are carried out by our highly trained and certified staff. Due to the immediacy of the response required in many of the activities involved, the facilities manager will often require daily reports or an escalation procedure.

We at Transcend understand that some issues require more than just periodic maintenance, for example those that can stop or hamper the productivity of the business or that have safety implications. Many of these are managed by our facilities management “help desk” that staff are able to be contacted either by telephone or email. The response to help desk calls are prioritized but may be as simple as too hot or too cold, lights not working, photocopier jammed, coffee spills, or vending machine problems.

Help desks may be used to book meeting rooms, car parking spaces and many other services, but this often depends on how the facilities department is organized. Facilities may be split into two sections, often referred to as “soft” services such as reception and post room, and “hard” services, such as the mechanical, fire and electrical services.

Business continuity planning

All organizations should have a continuity plan so that in the event of a fire or major failure the business can recover quickly. In large organizations it may be that the staff move to another site that has been set up to model the existing operation. Our facilities management department would be one of the key players should it be necessary to move the business to a recovery site.

Space allocation and changes

In many organizations, office layouts are subject to frequent changes. This process is referred to as churn, and the percentage of the staff moved during a year is known as the churn rate. These moves are normally planned by our facilities management department using computer aided design. In addition to meeting the needs of your business, our compliance with statutory requirements related to office layouts include

  •  the minimum amount of space to be provided per staff member
  •  fire safety arrangements
  •  lighting levels
  •  signage
  •  ventilation
  •  temperature control
  •  welfare arrangements such as toilets and drinking water

Consideration may also be given to vending, catering or a place where staff can make a drink and take a break from their desk.
As a Prime Facilities Support contractor to the U.S Department of Defense, Environmental Services is but a natural progression of our facilities support services. As part of our facilities support services, we:

  •  Monitor facilities for hazardous conditions and report suspicious items

Restoration of Environment

Transcend performs all phases of investigation and remediation following RCRA, CERCLA, and other regulatory frameworks. This work shall be performed under close coordination with Federal and state regulatory agencies. Services include: preliminary assessments, field sampling design and implementation, site characterization, remedial alternatives analysis, and removal/remedial activities, which, together, provides cradle-to-grave contaminated site assessment, cleanup, management, and closure. Transcend has extensive experience planning efficient and complete analysis of a wide range of contaminants including

  •  Petroleum-based Contaminants
  •  Solvents
  •  PCBs and Pesticides
  •  Chemical Warfare Materiel/Chemical Agents
  •  Explosive Compounds and Propellants
  •  Metals
  •  Asbestos, Lead, and Mold

We use both innovative and traditional sampling methods to assess complex sites covering industrial, residential, and commercial properties, as well as current and former federal facilities. Transcend assesses contamination in a variety of ways on a site-by-site basis. Typical approaches include a wide array of drilling methods, soil vapor and air sampling, aquifer testing, soil/sediment/groundwater and pore water sampling, downhole geophysics, and a variety of field screening methods. We will evaluate and implement remedial designs including bioremediation, chemical oxidation, permeable reactive barriers and other pump and treat systems.

Planning and maintaining natural resources

Our expertise in Natural and Cultural Resource Management has aided our state and Federal customers to mitigate potential impacts to these resources and develop proactive plans that ensure mission continuity at active state and Federal facilities.
Transcend strongly encourages habitat restoration and protection. As part of this, we perform

  •  Biological surveys
  •  Archaeological surveys (native American, revolutionary war, and civil war)
  •  Wetlands protection and construction
  •  Barrier island protection and construction
  •  Dam removal
  •  Quantitative analysis of habitat protection results on fishery populations

Planning Environment:  Transcend provides environmental site assessment support to our customers ranging from Phase I site assessments for small property transfers to region-wide environmental impact statements which have major environmental and economic impacts.

Prevention of Pollution

Transcend provides environmental compliance support services to cover the entire range of environmental statutes and regulations at the Federal, state, and local levels, and includes identification of new and applicable requirements, activity/operational reviews, development of plans and permits, and requirements research.

Transcend will perform pollution prevention (PP) management at your facilities, completing reviews of available information on current and planned changes to processes or operations, amounts and types of hazardous materials used, and waste generation and management. We have applied PP to all environmental aspects of facility operations including air emissions, energy and natural resource use, and water resources. Through total cost analysis we have been successful in ensuring there is a financial savings or cost avoidance through the implementation of PP.

Transcend will develop installation, safety and health plans, assessments of facilities and work site safety conditions, and surveys of hazardous conditions such as those posed by asbestos-containing materials, lead-based paint, mold and mercury-containing equipment

Communications in Environmental services provides public outreach and communication support for environmental restoration efforts, compliance and sustainability, and installation-wide environmental support. Transcend staff will develop communication strategies and materials, facilitate stakeholder/public meetings, develop education and training products and exhibits, design and develop media projects and site profiles, and offer training lessons and seminars.

Our outreach specialists support DOD clients. Transcend works closely with client staff to understand specific agency goals, primary messages, and the target audience to ensure that communication materials are uniquely designed. Transcend’s staff involved in public outreach and communications have environmental degrees as well as communications experience and training which assists staff in effectively bridging the communications gap between the engineers, chemists, biologists, geologists and other environmental scientists and the general public. We specialize in regulatory compliance in the environmental field to ensure our clients meet all regulatory requirements for public involvement. For DOD, Transcend offers the specific skill of risk communication, as many of our projects involve supporting highly secured DOD facilities.
